Procedure for applications
Students with Special Needs application process
To be eligible for Students with Special Needs Commission support, you must apply to the institutional coordinator with the relevant supporting documents and then submit an Students with Special Needs /SAS/ application in Neptun.
You can make an appointment with the coordinator at https://sasbizottsag.setmore.com/.
To register, students with special educational needs/special needs/, you must provide evidence of the type of disability with an expert opinion:
- if the disability/ special educational need already existed during secondary education, the disability/ special educational need can be certified by an expert opinion issued by the pedagogical specialised service institutions and their member institutions acting as expert committee,
- if the disability or special educational need did not exist during the period of secondary education, the disability can be certified by an expert opinion issued by the ELTE National Pedagogical Specialist Service.
In line with the joint opinion of the Ministry of Human Capacities and the State Secretary for Higher Education, Innovation, and Vocational Training at the Ministry of Innovation and Technology, the procedure for foreign students are the following.
Foreign students are required to submit a certificate of disability issued in their own country to the National Pedagogical Assistance Service of Eötvös Loránd University.
On the basis of the certified translation into hungarian (or, if the given university can issue it, a translation by the university) of this document issued abroad and attesting a disability, the ELTE National Pedagogical Assistance Service verifies the existence of the student’s (applicant's) disability without any further examination (and revision) in line with Section 39 (7) of Decree No 15/2013. (II. 26.) EMMI on Pedagogical Assistance Service Institutions. Medical diagnosis alone does not attest disability!
The submission is sufficient with a short cover letter in English / Hungarian.

Students with special needs, serious, chronic illnesses and/or difficulties in social integration, learning and behaviour can prove their special needs by an expert opinion, medical documents.
During the consultation, the coordinator will review the expert opinions and medical documents.
The coordinator will then explain the options and services provided by the legislation and the institution in order to help you and find the most appropriate, individualised options and services.
Upon request, the University may set requirements for students with special needs that differ from the curriculum requirements in whole or in part, or, subject to Article 49 (8) of the National Higher Education Act, may waive their fulfilment.
To register, you must fill in a form called "Registration of students with special needs and assessment of special needs".
It is necessary to read the Privacy Notice and Information on the process of personal data and to give your consent to the transfer and processing of your personal data.
Consent to Data Transferand Data Processing
It is then necessary to submit the Students with Special Needs /SAS/ application in Neptun for the requested discounts and services.
The request form can be accessed in Neptun under „Administration” – „Requests” – „Available request forms” – „SAS” .
In the application, you need to describe the special or specific need and the benefit(s) or service(s) you wish to claim.
The Committee for Students with Special Needs will review the submitted applications and make a decision. The decision on the application will be notified by Neptun message.
If the application has been changed to "Határozattal lezárva - Closed with Decision", the Committee for Students with Special Needs's decision can be viewed and downloaded by clicking on the "+" sign in the row „Administration” – „Requests” – “Submitted requests" – “SAS” – “+” – “View resolution” button. Once printed, the decision is an official document!
You must present the decision to the instructors concerned at the beginning of each semester if you wish to benefit from the services.
Note: If you are unable to complete the Students with Special Needs /SAS/ application form on your own, you can complete it during registration with the help of the coordinator.
